Manufacturing Value Chain
The Manufacturing value chain shall include producers, aggregators, processors and distributors, including: input suppliers and raw material producers, sub-units engaged in making components required in any manufacturing process, providers of packaging materials for finished consumer goods, providers of storage or warehouse facilities for raw materials, outputs or finished consumer goods, providers of logistical and transportation services (including specialised transportation) for delivery of raw materials, distribution of outputs and/or finished consumer goods from the manufacturing process; any other enterprise providing goods or services for use by manufacturers.Export Value Chain
The Export value chain shall include any person engaged in any activity that is intended to produce or manufacture any products for consumption or use outside Uganda including producers of agricultural commodities including strategic commodity supply chains (cassava, maize, cotton, tea, coffee, beef, dairy, fish and oil palm) for export, enterprises that buy unprocessed commodities and/or other products for purposes of export, including aggregators, producers of semi-manufactured or manufactured products for consumption or use outside Uganda such as ready-made garment manufacturers, cosmetic producers, agro-processors, etc, and providers of export support services (export environment actors) such as certification and verification services; handling services for goods to be used or consumed outside Uganda.Micro, Small and Medium Enterprises (MSMES)
Micro, small and medium enterprises (MSMEs) shall be defined in accordance with the MSME policy of Uganda. Enterprises are categorised as micro, small or medium basing on the fulfilment of any two of the minimum requirements of the criteria of; number of Employees, Capital Investment (Assets) and Annual Sales Turnover in the relevant category as follows:| Category | Number of Employees | Annual Turnover (Ug.shs) | Assets (Ug.shs) |

Eligibility Criteria for Financial Institutions
The selection of Participating Financial Institutions (PFIs) will be done through a transparent method, using the criteria below.- The FI should be a financial institution regulated by BoU (Tier II or III) or UMRA (Tier IV).
- The FI should be in compliance with the requirements of its regulator, specifically but not exclusively with capitalization requirements (capital adequacy) and not be subject to any pending investigation by either BoU or UMRA.
- The FI should be compliant with Anti-Money Laundering laws and regulations; specifically, it should be registered with the Financial Intelligence Authority and have an anti-money laundering policy.
- The FI shall be compliant with its tax obligations and national social security contributions.
- The FI should have been in operation for more than two (2) years before applying for funding.
- The FI should be current on its obligations to other creditors/lenders.
- The FI should have sound asset quality, with a Portfolio at Risk (PAR) of not more than 10%, including write-offs for the relevant business period.
- The FI should have made operating profits in the two (2) years prior to application for funding as per its audited annual financial statements.
- The FI should have a branch network of at least five (5) branches for Tier II and III, and at least two (2) branches for Tier IV.
- The FI should have adequate policies for credit management, risk management, and internal control frameworks.
- The FI should have an Environmental and Social Management policy compliant with the World Bank Environmental and Social (E&S) Safeguards framework.
